If the Trueview open dialog contains the "Select Initial View" toggle, _and_ if the drawing contains a named view that = the top view, then as follows.

It's in SHOW TABS, not SHOW PANELS in that right-click menu, and you have it on. There is no VIEW panel in the HOME tab unless you make one.

There is an error, see the yellow triangle and the word MISSING (red arrow)? Find the missing ctb, place it where DTV2018 can find it, then check the box with the green arrow.
