If you rotate the drawing to view the x/y plane... this is what appears. not everything is flat along the x/y axis.

So... flatten them perhaps? FLATTEN command is a good start, you might need to fix other items in PROPERTIES. Assuming that flattening to one plan will not destroy the topo or elevations conditions...
